I would go with 3♥ myself. I wouldnt mind 2♥ or 4♥. Though I don't like 1♥ or pass.

The hand has too much playing strength for a w/r two bid. LTC is kind of useful here, and a 6 loser weak two is generally considered heavy. (ducks)
If you compare this hand to a lot of trashy hands where you should be opening 2♥, you can see its worth 3.

3♥ looks like a reasonable opening in this seat at these colours, and should lead to 4♥. Both 2♥ and Pass I think are better than 1♥; 4♥ is ok, if a tad aggressive, and perhaps unnecessary with 3 cards in ♠, except as a double-bluff...

He likes '2 of the top 3' in 1st and 2nd seat whereas my requirement is more like 6 to the 'x'. This hand looks too good
to open 2H to me, my partner thinks it is min for a 2H opener. We have some work to do.
I have never defined exactly what a preempt looks like in 1st,2nd,3rd seat, V, NV etc but I don't think a simple point count is adequate and perhaps we need to look at things like loosing trick count and ODR.
