♥ does not promise 4 card spades. It does not even promise singleton spade. I have no idea how long it takes for some people to learn this simple fact!

♥ or double of any suit they opened shows other suits
OR too strong hand to overcall. whatever that range may be for your taste. Just because we rarely double 1♥ without spades does not mean this double promises spades.
Overcalling 2♣ with the OP hand is perfectly fine. But that has nothing to do with double promising a spade fit.
