Double 3 (for the lead) and pass 3. 3 doesn't temp because partner will lead them and I don't want that. Low ODR - let's defend.

Vul against NV a double is for the lead. NV versus Vul a double or a bid suggests a sacrifice. I do not bid 4H.

3 at all vulnerabilities. You can always double later to stop the heart lead.

If the 9-11 is always balanced and strictly 9-11 (they do something else with a short suit) I would pass that. But I will bid 3 on any other case.

Partner is short in spades, the hand should play well in hearts, I bid 3. I think most people play x here as takeout of the suit opened anyway.
