The 3C is natural. I do not believe it has to be alerted.
What say you ?

#2 if 3C is an overcall, no
#3 if 3C is an response, yes ... it is certainly an unexpected meaning,
although someone, who plays 3C as natural may never have heard anything
about alert rules, so asking him to do something, he does not know in the
first place, that he has to do it is ...

The issue, alertable or not, has nothing to do with the fact, that a certain
bid is natural or not, the alter says, a given bid may mean something unexpected

That would be a justification for not giving them a procedural penalty. But if the lack of alert damaged the opponents, they would still be entitled to an adjusted score.

If you drag a social bridge player who plays no conventions to their first duplicate session, it would probably be a good idea to remind them about likely problems like this.
