Basic GIB, but passing here is criminal.

I agree!
South should be taken out and shot! South's pass was, however, only the second worst choice of this auction. Apparently South has been taught (as have so many) that missing a possible 4-4 major fit is the end of the world. But, with 7-4 shape and a weakish hand, diamonds will play ever so much better (even if that possible 4-4 spade fit exists). A 2♦ call would work wonders.
South should be taken out and shot! South's pass was, however, only the second worst choice of this auction. Apparently South has been taught (as have so many) that missing a possible 4-4 major fit is the end of the world. A2♦ call is forcing 1 round and promises at least some values.

Classic GIB "thinking"- doesn't consider shape of hand so if you have 19 HCP and relatively flat which you open 1C, it responds 1H and you raise to 3H, it pass with awesome shape quality and 5 HCP which forces you to raise 4H even sometimes its not shapely so you go down. It considers 8 card solid diamond suit, the same as a normalish diamond response bid.

North can always bid 2NT if double doesn't fit the bill.
South's bidding is ok. The hand is too weak for a 2♦ bid which is almost GF in GIB's system. And as for his final pass: Why tempt partner to double 3♥ when it looks like they will make ten tricks?
