Not enough to double?

There are so many times that GIB will make a penalty double when it doesn't have any defense, that it really surprised me that it could not make a penalty double on this auction:



This contract only went down 4 tricks. +200 was not a terrible score, but I don't understand how GIB can't double with two aces and 4 trump after partner opens the bidding in 4th seat.
