When partner has limited their hand by a 1 1NT rebid, surely you require a jump repeat of a major suit at the 3 level to be invitational not forcing.
I assume 2S would be a weak sign-off, 4S unilateral game bid - also a sign-off, so it appears to require 3S to be invitational. There are other forcing bids available if required.
Have I missed something?

Clearly 3♠ should be invitational.
I have seen other auctions in which I have a long minor, 3NT is not a possibility, and I have no way of bidding game without showing a monster. If I jump to 5 of my minor I am showing 25 HCP (it is amazing how many bids show 25 HCP in GIB's system) and if I bid 4 of my minor (not a jump) I am inviting game. There is no in between bid. So every minor suit auction becomes a 4 or 6 hand.

GIB's explanation of 2♠ in this auction is: 6+ S; 8-12 total points. This is a wide range, but then North can invite if he's max for his 1NT. It would be a weak signoff if East hadn't interfered.
