Probably because you could double (immediately?) for takeout.

I think it's better to play either 2♥ or double as takeout.
However, most people seem to play that double shows diamonds, 2♥ is Michaels, and with a takeout double you pass initially. Here is a post which exlains why Fred thinks that's best:

As an aside, this came up not too long ago at the local club. My wife and I had not yet discussed this. The resulting auction was a piece of work:
Opener: 1NT (15-17, could have a five-card major)
Wife: Pass
Responder: 2♦ (transfer to hearts)
Me: 2♥
Opener: "What's 2♥?"
Wife: Not sure.
Opener: Double (With 2533 shape, we should set this.)
Wife: Pass
Responder: Pass
Me: 2♠ (Seems about right.)
Opener: [Hmmm. This seems weird. But, we are not vulnerable and Ken is vulnerable. So, Ken probably is telling the truth (WHAT THE F?????). Partner must have psyched.] 3NT
Wife: Pass
Responder: Pass
Me: Pass
The opening lead was a spade, and we took the first five tricks, planning to yield the rest. We ended up with one more somehow.
In the end, I did realize that a 5-5 heart fit is not that good if you still get a 5-0 split.
