I like 1♥ then 3♥, we are unlikely to miss a game if partner passes. But I see no big problem with just opening 4♥. I think opening 1♥ and rebidding either 2♣ or 2♥ is just a great way to miss a game.
Bid slowly or preempt? Six of one half a dozen of another?

My thinking is that if partner passes 3♥ we have usually done the right thing to avoid game. I'm not worried partner bids 3NT expecting a different hand, I'll pull to 4♥ anyway and be no worse off.
