2NT as well.

Surely strong enough for 2 NT, but I hate 20-22 and I do not like 22 in the majors for NT openings, so I try 1 Club.
Kind Regards

RHO passes.  What do you open?  If you open 1, what do you plan to rebid?

A 2NT opening would show 20-22.

With most of my hcp in my short suits i would try 2nt, but dislike so wide a range.

I'd value this as a bit over 20 HCP so I'd definitely prefer a 2NT opening to a 2NT rebid. But I don't expect to miss many games if it goes all pass and I don't have a rebid problem so will open 1 and rebid 2.
