Does it matter if opps are vulnerable too?
Before internet age you had a suspicion there are lots of "not-so-smart" people on the planet. Now you even know their names.

We are all connected to each other biologically, to the Earth chemically, and to the rest of the universe atomically.
We're in the universe, and the universe is in us.

I've had mixed results with hands like this, but I agree with Tyler that 1♠...1N...2♠ shows a better hand (but doesn't promise a full opener either).

(1) Safer than an unfavorable 2♠ opening on a bad suit.
(2) We can get to hearts if it's right.
(3) The very light one-level opening can give the opponents more trouble than the weak two.

I agree, you have to let all the rebids but pass show at least very nearly a full opener. It's easy to say partner will respond 1NT, you will bid 2♥, and all is sweetness and light. But what do you do after
1♠ (2♥) 3♣ (P or X)
or
1♠ (1NT) X (XX)
or
1♠ 1NT
2♥ 2NT
etc etc. I don't think opening 1♠ is safer at all unless partner is in on it, and in this case I find it too difficult to let partner in on it.

I am in Josh's and Nigel's camp on this one. I might stretch a HCP or so with the rebid, but nothing close to as much as is required here to rebid after 1♠-1NT
Different strokes for different folks...and I still will chance 2♠ for it's preemption.
