100% South.

What game is South playing? His partner makes a negative double of the weak jump overcall, East redoubles, and South PASSES? To me, that is a penalty pass. Even if one assumes that the pass over the redouble is not a penalty pass, it certainly denies a 4 card major.

South's subsequent cue bids clearly were in support of clubs (at least from North's perspective).
