I'm going to put in another vote for 3♥. Partner could easily pass this out in 3c=, when we're cold for game. We have a 7-card major and shortness in clubs.

I think 3♥ is clear. Aces are good. I have about as much defense as partner can expect with a lot of offense for hearts. Partner will check this out when we are easily cold for 4♥.

I'd bid 3H. If I pass now and partner bids 3S then I can't show hearts because that would be a support non-jump.

Can we negotiate, that we say spade tolerance
instead of spade fit?
For whats it worth, I may or may not bid 3H, I
think the hand is slightly too weak, but this does
not mean that a 3H bid will hit the table.
But if I happen to pass now, I will pass 3S as well.
