3, I don't even see this as being a problem. I guess it's close to 4 but seems not quite there opposite the doubles I see most of us make...

Pard's double of a Precision 1 might be a little off-shape, and I'd rather be in 3N with a 4-3 here, especially with a likely source of tricks in clubs. The stiff A is a big negative too.

I agree with 3. If forcing to game, I would bid 4 as choice of games with partner who agree on this interpretation.
