4. I don't leave partner in 3 with such a good fit. The thing to remember is that he has plenty of values outside spades because his overcall was based on a weak (likely) 6-card suit.

I don't see any other bid. Partner has 13-17 my seven and 4-card could make a game.
In Lawrence SST&WP: SST is 4, maybe less (5 can occur as well). WP 19-24 points, that is 9 or 10 tricks. At IMPS no doubt 4, at MP I'm not sure, pass could be better.
In Losing tricks: I have 8, partner should have 6-7 for his overcall --> 4 :P

Although partner should expect 7 ordinary points, he can basically expect an A and a K with an ordinary shape given the bidding thus far. Here you have 5 points working in his suit. (Although it's possible the Q is wasted) The small doubleton club is not very attractive, but it's much better than having, say, your black queens reversed. It's certainly possible that game will have no play, but I cannot imagine not trying for game.

I raise, I have 2 sure tricks for partner,
+ a ruffing value and the length in hearts.

Which may or may not besufficient to make
game.

PS: 3S should show a opening hand, and
I am not talking about a borderline opening,
as in the "Post-preempt decision" thread,
(there: switch the mayors).
And altough with this hand opposite the hand
now in discussion 9 tricks is the limit (6trumps,
3 tricks n the side suite), one also sees, that with
a stronger hand,game will have play.

I can't see the problem here, a 3 level o/c and I have KQxx of his suit, passing is losing bridge. Lets face it, this was not a lead directional o/c. We are also vulnerable, if 4S fails I will be in extreme shock.

Partner bid 3 on a hand where his spades aren't very good (I have KQ) and he isn't super-short in clubs (I have only two and there was no raise). It seems like he's bound to have a pretty good hand. Of course it's possible that 4 may fail:

But I think bidding 4 is still the percentage action.
