I think 2 is better. We are showing a strong hand, no long suit, no heart fit, no trap pass and no NT bid. Plus, we can always jump to 4 on the third round if we still think it wise.

This type of hand was a bit of a theme in the MSC a long time ago, until, iirc, a consensus emerged to the effect that the best of the flawed options was as David stated. Pass….in tempo of course….and if partner reopens with a double, bid 2S. Shows roughly this pattern. Denies 3 hearts. Denies a spade stopper. Denies 4=4 or better in the minors (no negative double) and denies 5+ minor (no 2m despite having at least 10 hcp).

Thus I think it’s been expert standard for many years to pass and then cue bid. Unfortunately I don’t recall many MSC hands later giving a hand for opener after partner did this pass and cuebid😀

The main idea was that partner only fails to reopen (although may reopen some way other than double) with some length in their suit and not a huge hand. Thus while we might occasionally miss a game, it’s unlikely since 4th seat is going to be short in spades. Plus it’s not as though any other action on round one is likely, as opposed to possibly, getting us to a better spot.
