i am looking at this hand and thinking about the thread on using SA transfers in response to 1m by partner.
maybe should fore-go a natural 4C bid and use it as a strong 4H overcall.
you don;t need this necessarily if you have spades and opps open 1H (you can bid 4H), but over 1m by opps, the same idea might be worth considering? Yes? / No?

4♥. The idea of 4♣ on this showing a major. No, Now they have opened. Now you are more likely to want to preempt them out of 3NT and pu thtme under pressure. When they open is quite different from when Your Parnter opens

Double: says I bid 4♥ to make and that I have some defence... maybe more than I really have, but life is like that sometimes

Direct 4♥ could be bid on much more garbage - p will never know how high to preempt. I need only one ace to make 5H - so I can afford to double and then bid 5♥ over 4♠.
I can't afford to bid 4♥ mainly because I'd be willing to bid the same 4♥ with KJ10xxxxx and a side honor as well - that's 2-3 tricks difference. How is my partner to know whether he should double 4♠ with heart void and a side Ace?
If you're willing to give your partner this wide guesses, then there is another look...
Will you pass 4♠ by LHO or will you bid 5♥?
If you're willing to bid 5♥, you can as well start with the double. This will both tell your partner that you have a good hand (losers-wise) and give you some chance for extra information from the bidding (as the opps may not use a direct jump to 4♠ and may tell you something using some artifical support bids.)
Plus, there is the option of bidding 5♥ straight away

Will have a very tough choice over 4s. Would not surprise me if both games make.

13=total tricks
3=2 shortest suits between both hands.
0=19-21 working hcp.
"Fought the law" opp hand
13-(3 or 4)-0= 9 or 10 tricks.
"law"
10 trumps + 9 trumps + positive one adjustment for long h suit=20 total tricks
both pairs may make 10 tricks.
