Is 2 spades a reverse? Can I pass? If not what is my bid?

(a) Yes

(b) Personally, I would. But apologise if partner rolls in 10 tricks. They must have 5-6 in the majors or similar shape

This is not the same as it would be had we made a response. If partner wanted to create a force, he has to bid 3C. He could also double, which would be forcing unless we Goya’s a very unexpected club holding.

As it is, he ought, as Douglas says, to have a 5=6 hand (or wilder), and good values, since the takeout doubler will usually hold spade length and the 2C bidder may have heart length. But it’s not forcing.
