MOSCITO used an 11+ - 14 HCP 1NT opening. So the one thing that the 2N rebid doesn't need to show is a balanced hand with the Spade stopper.
There are a number of possible schemes that 2NT might show.
However, I don't think that clarifying major suit length is particular useful.
I think that any of the following would work better
1. Using 3m as natural with 2N as some kind of good / bad scramble
2. Use 2N as natural, showing a spade stopper and suggesting 3N

How does this look?
1♦ - (2♠)
==
X = GF relay ("show me your shape")
... - 2NT = 5+♥, 4+♣
... - 3♣ = 5+♥, 4+♦
... - 3♦ = 6+♥
... - 3♥ = 4♥, 5+♣
... - 3♠ = 4♥, 5+♦, no ♠ stop
... - 3NT = 4♥, 5+♦, ♠ stop
2NT = competitive relay ("show me your second suit")
... - 3m = 4+m
... - 3♥ = 6+♥
3♣ = constructive with 3♥ (since you wanted this; an alternative would be GF with a 6+ minor)
3♦ = constructive raise
3♥ = competitive raise

It seems to me that one major thing that sets this auction apart from natural ones is that Opener will not have ♠ length. That ought to make us thing about a X somewhat differently but exactly how best to re-organise I am not so sure.
