Fairly new to directing and would like to know that if you are using people that I follow is this only the people followed for the director that sets up the tournament or if you have additional directors on the tournament does it include people that they follow as well?

Lists are related to tourney host, not TDs.

If your objective is to share a list between directors you are screwed, as far as I know.
I think the only equally unsatisfactory options are to duplicate the list manually or share the same director nickname and password.

What BBO Fans and GlobalClub do is have 2 club IDs, 1 for creating tourneys, GlobalClub, and another for quick fixes or 2nd window TDing, TDglobal.
Individual TDs get added for TDing.
