If you do not already have tournament directing privileges then it is unlikely that BBO will provide them at the moment due to the massive numbers using the site. The process is to email support@bridgebase.com but they are really busy, will probably take a considerable time to respond, and then it will be no.
There are plenty of free tournaments running.
If you have players who have been members for more than two weeks and 100+ logins, then they can run team matches. It is not a duplicate but I've found that my club members enjoy them immensely.
You could also ask the FFB if they are planning to do something.

In fact, they are. You can see "Virtual FFB Clubs" in the "Virtual Clubs" section now.
