Jump Advance of Negative Double

This is not a GIB bug, but a programming error in my opinion. After an opening bid, overcall, negative double, a jump advance is forcing with GIB. (Ex. 1H - 2C - Dbl - P), 3S is shown as forcing. This is not in accordance with standard methods, as such calls should be invitational. Comments?

Does it say forcing in the description, or do you infer it from the point count shown?
