If 2N is invitational to 3N, under what conditions would North decline the invitation?

Certainly a good question! This minimum overcall has no business accepting anything, except perhaps an invitation to Overbidders Anonymous.

I think that the explanation attached to the 2N bid is pretty sound. Whether he had a hand consistent with that explanation I neither know nor care.

Given that explanation it is not hard to construct a range of hands suitable for raising to 3NT. This North clearly falls outside it.
Psych (pron. saik): A gross and deliberate misstatement of honour strength and/or suit length. Expressly permitted under Law 73E but forbidden contrary to that law by Acol club tourneys.

1- I think the explanation of 1 is not perfect,as we know North any balancing overcall only shows 9 - bad 12hcp instead of 11-hcp because balancing overcall only with 8hcp is a wrong auction for sure.
2- When North hold 9-bad 10hcp without a better five suit,it should decline invitation.
