Partner has a limited hand with 6 ♦s. In analogous auctions, e.g. where partner opened 2♦ or 3♦, double would be for penalties, so it probably should be here. Without prior agreement, however, Pass could be a dangerous final decision.

Pass and lead a diamond, probably the queen.
