Notrump. North on lead, N/S needs 2 tricks. North leads the three of diamonds to east's ace and west has a problem. If he pitches the 7, east will have to lead a club and declarer will duck to the ten, endplaying west. Therefore, west ditches the T. Now east is endplayed. If he leads the 2 or 3, south will play low and west must play the jack. North ducks and west is endplayed. Alternatively, if east leads the 9, south covers, west covers, and north ducks, leaving west with J7 leading into A8.
Note that the following position (N/S needing 3 tricks) doesn't work:


South cashes the A and west discards the T or J. Now if south leads the queen, west covers, but east's 9 is protected.
