After 2, North GIB should make a takeout instead of 2 with 4-4 majors,however after 2,East GIB should pass or 3 with 4 card as a trap strategy.now you see that 4 was a very bad contract.

In the "No Trump Overcalls" box of his convention card, GIB has checked that systems are on over direct 1NT overcalls. Does this usually include Lebensohl? Double of 2 sounds like penalty to me; I'd expect 3 to be Stayman over 2.

Despite that they have bid and supported the suit? Possibly not comparable directly with a straight overcall. Although to be frank I prefer both doubles for t/o even with leb. Perhaps nonstandard, I warrant.
