Unnecessary GIB's jump shift

I think it is unnecessary for GIB's jump shift in ♥ since reverse bid 2♥ is enough,or else 4♣ as a final contract is too high,ok?

Its just the stupid response- EW make 3NT and its not unreasonable for West to bid 3NT.
