Why do some pairs get prize points while others who scored higher don't?
I'm seeing this in several of the sections from the 9PM speedball last night.

Probably because the events are stratified.
Players in Stratum "A" get points only if they finish in the top portion of all participants.
Players in Stratum "B" get points if they finish in the top portion of the field restricted to players in Strata B and C. Many times, a player in Stratum "B" will finish in the top portion of this restricted field but not finish in the top portion of the entire field.
Players in Stratum "C" get points if they finish in the top portion of the field restricted to players in Stratum C. As with "B" players, often the top finishers in Stratum "C" will not finish high enough in the entire field to win points based on that finish, but will still win points based on their finish in a field limited to the players in Stratum "C" ("C" players are also entitled to win points for their finish in Stratum "B" if that award would be higher than their "C" award).
I hope this was not too confusing.
Example:
Pair X consists of two players whose ACBL point total qualifies them for Stratum "C". They finish 15th out of 20 pairs in a Speedball. The top 8 pairs are eligible for points in the entire field. However, of the 4 "C" pairs in the Speedball, Pair X finishes with the best score. Pair X will get an award for finishing 1st in Stratum "C". There may be "A" pairs that finish higher in the Speedball (12th place, for example) that will not win any points, because only the top 8 pairs in the entire field are eligible for points based on their finish overall.
In the event a pair places high enough to earn an award in more than one Strata, the pair is awarded the highest of the awards for which it is eligible. A pair is not awarded more than one point award.
This is sort of like winning a number of session awards in a multiple session event and also finishing in the overall rankings for the event. If the sum of the session awards is higher than the amount won for the overall award, the amount won in the session awards is received. One does not get both the session awards and the overall award.

There are two reason for this. First, as Art pointed out, the games are stratified. Placing 1st in strat C pays more than 6th in A, as in section 3 E/W.
Second, in games with multiple sections, there are per-section and overall awards, which are also stratified, and you get whichever is higher. If you go to Tuesday's 9pm Speedball, the pair that came in 3rd in section 4 N/S got 1.13, while the pair that came in 1st got only 0.90. 1.13 was for coming in 2nd overall in C, while 0.90 was for 1st in the section in A.
