A problem a teammate faced, there were some differences of opinion among the team so we solicit outside advice:

IMPS, all vul. You hold
x 98xxx QJT9xx x

1-(dbl)-?

1. So in your methods, you play transfers, so you have the option of bidding 2c (forcing 1R, in principle showing same min strength as people playing a NF constructive 2d call), or passing. First, bid or pass?

2. Say you decide to bid. Auction continues
1-(dbl)-2(1)-(p);
2(2)-(dbl)-p-(3)
dbl-(p)-?
(1) diamonds
(2) "I would have passed a NF 2d call".

Opener's dbl should show ? And what do you do?

I play this methods and I'm happy to be able to show the diamonds with 2C.

Its difficult to make a decision about what double means without more background information about your style.
