I consider North's 3 an overbid, other than that I can't make sense of this auction.

Agree. The auction is fine up to and including West's 2 bid. North should now pass and allow partner to compete, and I don't know why West is bidding 3 :blink:

North and West should sit across from each other. They wouldn't even need to fill out a convention card.
