Not a forcing pass to me. It would be extremely rare for any partners of mine to bid in partner's position. I think I double this, but wouldn't be surprised to see it make. I hope partner's raise wasn't complete cheese.

Not a FP. If you wanted partner's input after the anticipated 5-level competition by the opponents, you would have brought him into the process with 3H or 4H last time. 4H is probably best over 3D, because 3H would just sound like a random invite to game.
Even if you had done that, his pass would not be forcing over 5D, but he might have bid 5 something himself. Absent having done that, you are just guessing, now --all on your own.

4♥ previous round involves partner. That way you don't get all the blame.

With the only partner I play FPs with, we would play this as a FP situation. I wonder if it's probably best to bid 4H the previous round? Anyway, I'll X this, FP or not.
