Why North doesn't venture 3♥ as give South a tiny bit more its an easy game?

For GIB, North's 3♥ can't be a contract, but forcing at least to 3NT or somewhere up as 3♣/3♦/3♥ - 17+TP and natural suit which is 5+, so might not expect to get easy fit with 2cards.
Also good enough, but not strong enough to try for 4♥ directly. requiring 16+TP

Why didn't North cash the rest of the hearts? Seems like it can never cost.

I think North assumed South had a slightly better hand for his bid (South's hand doesn't meet GIB's standard for a weak 2), so I suspect in most of its simulations they got the same number of tricks either way. And maybe running all its hearts squeezed South out of a trick.
