New forum for Public Announcements

I suggest adding a new forum category called Public Announcements that anyone can use to post announcements of possible interest to all Forum users, for example, like the RIP Happy NY thread that is currently posted in the Water Cooler. The Water Cooler doesn't seem like quite the right place for this thread to me. Perhaps a more suitable forum category already exists and I am just not aware of it.
