What's the report button for? I tried it and found out it doesn't work

I wanted to report a hijacked thread to moderators can split the offending posts from it. I got the message I don't have enough permission to report that "item". So, if the report button is for mods, who does it report to?

It's not just for mods, I used it last week to report a duplicate thread.

strange. were you a guest user when you tried to report the post? You need to be signed in to use it.

No, I was logged in as myself, my computer was on and I tried rebooting.
What could be relevant is the fact my "user level" is probably lower than barmar's (less posts, and for instance I can't set a title for myself), so maybe you have it set so relatively new users can't use it.

For me, the Report button is on the left hand side of the screen no where near the "reply button" (but on the same line with it and the multiquote button.
When you hit the report button you will get a text box to enter your report plus this "warning"
Please note: The moderator will be made aware of the link to the page you are reporting.
This form is to be used ONLY for reporting objectionable content and is not to be used as a method of communicating with moderators for other reasons.
Reports surely work as we get a fair number of them.

I just tried reporting your post and Antrax's. I got the same error message:
[#10136] You do not have permission to report the item you are attempting to report
Perhaps only "Advanced Members" can report posts?

Everyone but guest should be able to report post. I will see if I can figure out what is going on (yeah, right, small chance of me finding the problem) and I will forward this post to Gerardo to see if he can set this straight.

I just got the same message when I was trying to report the post naming a BBO'er cheating.
