It is good that you locked Support for Bridge Base Products for lack of activity. Why not complete the task transfer its posts to an archive (and other posts in other subforums) and remove the category and subforum totally. Indeed why not combine youth and junior subforums as neither has much activity.

Archive Kill off Support for BBO products

The version of IP.Board we're currently running doesn't have an archive system, but it has been added in version 3.3. I don't know when we'll get around to upgrading, though. A brief description of the feature is here.
But I don't think it would address what you suggest. The posts are still visible, you just can't reply to them and they aren't included in searches. The reason I kept the forum around was so that people could search for old messages there. Why do you think the forum should be removed entirely? I was searching for something there just a week or two ago (there are some old threads about running BBO under WINE that are useful).

At least the BBO technical category should be removed- as its basically nothing and you aren't close to be being to read the whole list of categories with one open.

There is no "BBO technical" category, I guess you mean "Bridge Base Technical Support". As far as I can tell, IP.Board requires all forums to be in a category. Are you suggesting that the "Support for Bridge Base Products" forum should be put in the "Bridge Base Online Discussion" category?
Why? You can easily collapse categories, but there's no way to hide individual forums. What problem are you trying to solve with all these suggestions? I've moved the category to the bottom of the list, so it's not so noticeable.
