3C shows some extras OR very shapely. Default minimum hands would rebid 2S which does not promise any suit quality or extra length, or 2NT if both unbids stopped.
Question 1: What is the difference between 3S and 4S calls for responder's second bid, in your opinion?
Question 2: What do you bid now?

1. 4♠ is saying "I don't want to play with you anymore", while 3♠ is a normal bid.

4♠ is a picture bid. It shows something like hhx in spades and hhxxx in hearts and denies minor suit controls.

Before answering your questions:
3C is certainly ok, but I prefer 3H by a fair margin,
you have found a fit, show the fit, it will help partner
a lot more than the 3C bid.
#1 4S is weaker than 3S, i.e. it showes a min. hand
for 2H, it will usually be based on a bal. hand, at
most a weak NT
#2 4C cue, over 4D I will bid 4H, which should also
a cue based on values in the suit, maybe partner
can read it as the Queen of hearts, if 4H will be
interpreted as Last Train, i.e. add. strength, this
would be fine too.

Given the decisions to date, 5♦ Exclusion. If partner answers 5♥, he has 0, and I pass. If partner answers 5♠, I bid 6♥, which should be choice. If partner bids 5NT, I bid 6♦, which should be LTTC, IMO, and hope that partner recognizes the heart King and the key.
