Playing a 15-17 NT I double so that we can end in 1NT. Playing NFB I double as well since my hearts are too bad for 2♥.
Only if playing a weak 1NT and forcing freebids, it's a problem. I think I would bid 2♥ then. Maybe it depends on the agreed meaning of
1♣-(1♠)-X-(pass)

If 2♦ shows a full reverse (or something close to it), X is safe. If it does not show extras (and maybe could even be made with 4-4 minors), I'd rather bid 2♥ now to avoid partner's 2♦ bid.
