Strong NT, negative free bids. If it makes any difference, with 3-3 minors we always open 1 and 1 is 4+ or 4432.

Playing a 15-17 NT I double so that we can end in 1NT. Playing NFB I double as well since my hearts are too bad for 2.

Only if playing a weak 1NT and forcing freebids, it's a problem. I think I would bid 2 then. Maybe it depends on the agreed meaning of
1-(1)-X-(pass)
2*
If 2 shows a full reverse (or something close to it), X is safe. If it does not show extras (and maybe could even be made with 4-4 minors), I'd rather bid 2 now to avoid partner's 2 bid.
